Building commissioning (Cx) is the process of verifying, in new construction and renovation projects, that the subsystems for mechanical (HVAC), plumbing, electrical, fire/life safety, building envelopes, interior systems (example laboratory units), lighting, controls, and building security are working properly and will achieve the owner's project requirements as intended by the building owner and as designed by the building architects and engineers.

Some projects have a formal commissioning (Cx) process with a 3rd party Commissioning Agent that is hired to oversee the Cx process.

Functional Testing

Responsibility:

This Procore template tracks where each piece of equipment stands in the commissioning process. It has a separate tab for Plumbing, Mechanical and Electrical, and each tab lists equipment by tag number, description and location.

Each row follows the Commissioning Agent (CxA) from start to finish. The checkpoints are:

  • Drawings and specifications review

  • Submittals and RFIs review

  • Installation inspections

  • Functional testing date and completion

  • Deficiency items completed

A summary column at the end records what the functional testing found, including any deficiencies.

How to use it: Add your project name and your equipment to the tabs for your trades. Update the checkpoints as the CxA completes each step, and use the summary column to note findings. Review it regularly with the CxA so you can see which systems are ready for turnover and which still have open deficiencies.

Systems Testing & Owner Training

In the absence of a formal commissioning process, equipment start-up, or pre-functional testing, and systems performance testing, or functional testing verifying the system operates as designed, should be performed on all projects with new equipment.  These are often performed by the manufacturer and/or subcontractor and are documented through checklists.  Equipment start-up checklists typically are provided by the manufacturers, and functional testing checklists can be obtained from Procore under the inspections tool.

Owner Training should be provided on equipment & systems after the testing is confirmed and documented.  This process should also be scheduled with the owner’s proper personnel and documented through the System/Equipment Owner Training Form.  Ensure all parties sign in and provide a copy of the sign-in sheet to the owner.
